Implementation of the NPT Safeguards Agreement and relevant provisions of
Security Council resolutions in the Islamic Republic of Iran

Thank you Mr. Chairperson,

We thank the Director General for his report on the implementation of the NPT Safeguards Agreement and the relevant provisions of the UN Security Council resolutions in the Islamic Republic of Iran.

We once again note that the Agency continues to verify the non-diversion of the declared nuclear material in Iran. We also note, however, that the Agency is unable to provide credible assurance about the absence of undeclared nuclear material and activities in the country. The report reiterates concerns in relation to certain outstanding issues in this respect.

Turkey's position on the Iranian nuclear issue is well known to this body. We encourage and firmly support negotiations as the only venue to a lasting solution. We consider it important that the outstanding issues relating to Iran’s nuclear program be addressed in a constructive and transparent way and be brought to a positive conclusion, restoring confidence in its exclusively peaceful nature without further delay.

We recall, in this respect, the resumption and successful conclusion of the talks between the P5+1 and Iran last April in Istanbul, after an interval of more than a year. The parties have met again in Baghdad, where they reportedly had substantial discussions over the nuclear issue. This month they will have a third meeting in Moscow. A breakthrough has finally been achieved in establishing a sustainable process of dialogue between the P5+1 and Iran. We encourage the parties to maintain an open minded and forward looking approach and concentrate on future prospects, discussing nuclear issues as a topic of cooperation rather than confrontation

On another positive note, we welcome the agreement reached in Tehran during the visit of the Director General on a structured approach to address the outstanding issues over the nuclear program of Iran. We hope that a final understanding will soon be reached and that this will be implemented without delay between the IAEA and Iran. In this vein, we are looking forward to the meeting to be held this week on Friday, June 8.

As always, we stand ready to contribute to all constructive efforts that would ease the way for dialogue and cooperation.

Mr Chairperson,

Allow me to underline once again that all States, which comply with their obligations emanating from the NPT have the undisputed right to benefit from nuclear energy for peaceful purposes under Article IV of the Treaty. Turkey is fully supportive of the greatest possible enjoyment of the benefits of peaceful use of nuclear energy for NPT States that are in full compliance with their Treaty obligations.

At the same time, all necessary steps need to be taken in order to ensure that there will be no increased risk of proliferation associated with the expansion of nuclear energy. In that respect, we advocate the universalization of international non-proliferation instruments and support their implementation in good faith and consistency.
