Implementation of the NPT Safeguards Agreement and relevant provisions of Security Council resolutions in the Islamic Republic of Iran

Thank you Mr. Chairperson,

At the outset I would like to congratulate all on the occasion of this very important day. I would especially like to congratulate those lady colleagues of ours at the Secretariat who work selflessly for the success of the Agency and indeed of this Board.

Mr. Chairman,

The international safeguards system of the IAEA, based on assessments of the correctness and completeness of a State’s declared nuclear material and nuclear-related activities, forms an essential part of the global nuclear non-proliferation regime. Turkey attaches great importance to the effectiveness of the Agency’s safeguards system.

In this respect, we note with satisfaction that the Agency continues to verify the non-diversion of the declared nuclear material in Iran. We also note, however, that the Agency is still unable to provide credible assurance about the absence of undeclared nuclear material and activities in the country.

Turkey considers it important that the outstanding issues relating to Iran’s nuclear program be addressed in a constructive and transparent way and be brought to a positive conclusion, restoring confidence in the exclusively peaceful nature of Iran’s nuclear program, without further delay.

Agreement between Iran and the IAEA on a structured approach to resolving all outstanding issues would help achieve a breakthrough in the process. We understand that differences exist between Iran and the IAEA with respect to this approach, but we also see no alternative to the continuation of dialogue. Therefore, we encourage more intensified and if necessary regular consultations in order to reach an agreement.

Mr. Chairman,

Turkey remains fully committed to a diplomatic solution to the Iranian nuclear issue, through peaceful means and dialogue. As we have repeatedly underlined in this forum and elsewhere, only through a gradual process, including exploratory talks on a set of parallel actions aimed at overcoming the present impasse, would it be possible to arrive at a mutually satisfactory settlement of all outstanding issues.

In this respect, we positively note the recent exchange of letters between the EU High Representative Lady Ashton and Chief Negotiator Jalili indicating both side's preparedness to meet again soon at an agreed date and venue.

Turkey stands ready to contribute to all constructive efforts that would ease the way for dialogue and cooperation.
