STATEMENT BY TURKEY

Programme and Budgets 2014-2015)

Thank you Mr. Chairman,

I would like to join others who have preceded me in congratulating you on your election as the Chairman of the IDB. I also congratulate members of the Bureau on their election. We are confident that under your able leadership the IDB will achieve successful outcomes. I assure you of my delegation’s full support.

We would also like to take this opportunity to extend our congratulations to Mr. Li Yong of China for his election as the Director General of UNIDO. Furthermore, we command the outgoing Director General, Mr. Yumkella for his leadership to strengthen and promote the organization.

Mr. Chairman,

I would like to reiterate our fundamental approach regarding UNIDO’s programme and budgets for 2014-2015.

Mr. Chairman,

We have been witnessing for a while some discussions regarding the relevance of the Organization. It is true that UNIDO is passing through an exceptional period. The negative impacts of the economic and financial crisis, the withdrawal of one Member State and a possible unfortunate domino effect on withdrawals and lastly difficult economic situations of Member States don’t help the efforts on overcoming the challenges the Organization faces. Despite these unfortunate developments, Turkey believes that UNIDO has the capacity and the strength to overcome these challenges, taking its support from the will and belief of its Member States to improve the Organization to fulfill its mandate.

Mr. Chairman,

Turkey believes that the decision we took during the last PBC session, regarding UNIDO’s programme and budgets for 2014-2015, reflects that will and support of the Member States to the Organization. The fact that, after intensive deliberations, we have come to a compromise proved to the outside world that the discussions about the relevance of UNIDO are baseless.

Mr. Chairman,

UNIDO and its activities are of particular importance for Turkey. UNIDO is the leading UN agency in promoting the industrial development and therefore contributing to the Millenium Development Goals. The growing demand for UNIDO’s advice and services is embodied in the continuous increase in UNIDO’s technical cooperation activities. Turkey will continue to extend its active support to UNIDO in order to achieve the goals set by this Organization towards sustainable development throughout the world, especially for the developing and least developed countries.

As expressed earlier, since the beginning of the budget discussions, Turkey has been supportive of the idea that, while adapting the Organization to the actual global circumstances by some reductions in the budget, we might not lose from the sight that our Organization is still able to fulfill its mandate, especially by preserving the capacity to deliver TC services.

Turkey considers the programme and budget for 2014-2015 is a well-structured, detailed and balanced document. We are of the view that TC services and projects are at the core of UNIDO activities and that they should be maintained, therefore we welcome that principle is taken into consideration in the programme and budget for 2014-2015.

Mr. Chairman,

Within the new programme and budget, Turkey’s share in the scale of assessments has significantly increased first to 1.988%, and with the recent unfortunate withdrawal of one Member State, it is now up to 2.168%. We pledge to share the burden and Turkey stands ready to continue on contributing its share to the Organization. We expect other Member States to proceed the same by on time and complete payment of the assessed contributions, so that we believe we could hamper the negative impacts of the actual global circumstances on our Organization and its activities.
In this regard, we emphasize the importance of on time and complete payment of the assessed contributions by the Member States. We believe that, this will enhance the ability of UNIDO to fulfill its mandate.

We reaffirm, in conclusion, our full support to the work of UNIDO.
