Financial Situation of UNIDO-Programme and Budgets 2014-2015-Scale of Assessments-Working Capital Fund)

Thank you Mr. Chairman,

I would like to join others who have preceded me in congratulating you on your election as the Chairman of the PBC. We are confident that under your able leadership the PBC will have a fruitful deliberation and come to a successful conclusion. I assure you of my delegation’s full support.

I would like to briefly underline some points which carry particular importance for Turkey.

At the outset, allow me to take this opportunity to thank the Director General and his team for their tireless efforts for providing the programme and budget proposal for 2014-2015 at an appropriate time, as well as its revised version, which took into consideration the Member States’ views.

I would also like to appreciate the Secretariat’s efforts on holding series of consultations with regional groups and Member States. We think these in depth deliberations merit to be welcomed.

Mr. Chairman,

Turkey attaches utmost importance to UNIDO and its activities. Turkey will continue its active support to UNIDO in order to achieve the goals set by this Organization towards sustainable development throughout the world, especially for the developing and least developed countries. UNIDO is the leading UN agency in promoting the industrial development in the world. The continuous increase in UNIDO’s technical cooperation activities reflects the growing demand for UNIDO’s advice and services.

As expressed earlier, we consider the budget proposal for 2014-2015 as a well-structured, detailed and balanced document. We also welcome the revised proposals, which constitute a good base for compromise. We understand that the principles, such as minimizing negative programmatic impact by preserving capacity to deliver TC services and maximizing efficiency gains through some administrative adjustments have been taken into account in the revised proposals document. We welcome this positive effort.

Turkey is of the view that TC services and projects are at the core of UNIDO activities and that they should be maintained and measures should be taken with a view to minimize the negative impacts that might emanate from a reduced budget.

The recent withdrawal of one country - whose share is about 8 Million Euros - made the Organization’s situation more delicate, at a time when the world is still in economic and financial crisis. Nonetheless, we should prove our solidarity and loyalty to this Organization.

In this framework, we appreciate the formulation of the net regular budget at the amount of € 143, 743, 513. Turkey’s share in the scale of assessments has significantly increased to 1.988% and with the recent unfortunate withdrawal of one Member State, it is now up to 2.168%. We still extend our support to the actual budget proposal. We pledge to shoulder the increased burden.

On the other hand, we acknowledge the concerns voiced by some Member States. We are passing through a global difficult economic and financial situation. Therefore, we are of the opinion that we need to adopt an approach more sensitive to the specific situations of the member countries especially in light of the negative impacts of the crisis. Nevertheless, the crisis should not hamper our Organization and its activities. UNIDO remains relevant. And it is time for us to show our determination in and solidarity with UNIDO.

In this regard, we emphasize the importance of on time and complete payment of the assessed contributions by the Member States. We believe that, this will enhance the ability of UNIDO to fulfill its mandate.

We reaffirm, in conclusion, our full support to the work of UNIDO.
